APPROACHES TO THE ORGANIZATION OF INTERACTIONS OF STAKEHOLDERS ON THE MARKET FOR TRAINING OF SEAFARERS
Abstract
Purpose. The aim of the article is to develop tools for interaction of stakeholders on the market for training of seafarers on the basis of functioning foundation funds. Methodology of the study. The following methods were used during the study: analysis of scientific works of scientists, international experience of using extra-budgetary sources for financing human capital development and synthesis of methods of strategic planning of enterprise development in conditions of insufficient financing market for training of seafarers and globalization of shipping industry. Findings. Approaches to the interactions of stakeholders on the market for training of seafarers have been substantiated and one of the ways for resolve to urgent problems inherent to the system of training of seafarers in Ukraine has been proposed. It has been determined that it will be appropriate to attract stakeholders to the key processes of functioning institutions of higher education – the circle of people who are interested in improving the quality of training of seafarers. It has been established that promising tool for combination interests of stakeholders in the system of training of seafarers is functioning and development of target funds of funding or foundation funds. Originality. The scheme of interaction of stakeholders on the market for training of seafarers on the basis of formation and development of foundation funds of HMEI was proposed and substantiated for the first time. The main stages of interaction of stakeholders on the market for training of seafarers within the establishment and functioning of the foundation fund have been highlighted. The practical value. Approaches that were developed in the research focused on: maintaining and strengthening the competitive position of HMEI on the world market of training of seafarers, effective management of personnel reproduction for IC, providing save space in the “white list” of IMO for Ukraine – the countries of the suppliers of seafarers, reducing the burden on state and local budgets by formation and functioning foundation funds in the training of seafarers, increasing employment opportunities of graduates of HMEI by improving the quality of training.
