MODELING OF ESTIMATING OF THE LEVEL OF ECONOMIC, SOCIAL AND POLITICAL DEVELOPMENT OF UKRAINE, ITALY AND FRANCE IN THE CONTEXT OF OPTIMIZATION THEIR RELATIONS

Abstract

Purpose. The modeling of quantitative estimate of social and economic level of development, and also political status of the states in the context of optimization their relations. Methodology of the research. Methods of empirical and theoretical research (analysis and synthesis to determine the essence of stable social and economic and political status of Ukraine, Italy and France during of 2001- 2016; modeling to determine integral estimate of stable system state by the way of determining the appropriate balance sheet between three aims to achieve of which needs the solution of multicriteria optimization problem) are used in the research. There are also used local (specific) methods, in particular methods of formalization of economic circumstances, methods of multicriteria optimization and of graphical interpretation to define the center of weight of triangle, which includes such tops as generalized features of the development level of economy, social sphere and political state. Results. The essence of such main elements of the development level of a state as economic, political and social is showed. The mathematical formalization of these elements is proposed too. The social and economic and political status of Ukraine, Italy and France per 2001-2016 is analyzed. The role and value of stable social and economic and political status of states, which is based on configuring of centroid of triangle which includes such tops as generalized features of the development level of economy, Ukraine, Italy and France sphere and political state of Ukraine, Italy and France, are opened. The approach to estimating of social, economic and political non-stable on the base of sum of the angles of the triangle is formalized. Quality. The simultaneous relationship between economic, political and social state in the country by multicriteria optimization is proven. Practical values. Researching of modeling of social, economic and political development of a state could be used in activity of Cabinet of Ministers of Ukraine and committees of the Supreme Council of Ukraine. Results of research on quantitative determination of targets of social and economic development of a state could be used in the process of working out of strategic plans of development by the Ministry of Finance of Ukraine, the Ministry of Economic Development and Trade of Ukraine and the Ministry of Social Policy of Ukraine.
