FINANCIAL CAPACITY OF UNITED TERRITORIAL COMMUNITIES AS A FACTOR IN ENSURING REGIONAL SUSTAINABLE DEVELOPMENT
Abstract
The article conducts a comprehensive study of the financial capacity of united territorial communities (UTCs) as a key factor in creating the prerequisites for sustainable development at the regional level. In the context of deep transformations of the financial and budgetary system of Ukraine and the implementation of the decentralization reform, the importance of the financial independence of communities has increased significantly. The first section of the article examines the theoretical and methodological foundations of the financial capacity of UTCs. The emphasis is on the multi-component nature of this category, which includes budgetary autonomy, tax self-sufficiency, managerial and institutional efficiency, investment attractiveness, strategic planning capacity, and flexibility to external challenges. The second section of the article assesses the current state of the financial capacity of united territorial communities of Ukraine. It is noted that communities demonstrate significant differentiation in terms of income, tax potential, transfer dependence, and budget stability. Scientific and practical approaches to assessing financial capacity are summarized, including integral indices, financial autonomy coefficients, indicators of tax capacity and the level of implementation of budget programs. The third section systematizes and summarizes the tools for strengthening the financial capacity of UTCs in the context of sustainable development. Seven strategic directions are identified, including: expanding the revenue base of communities through effective tax administration and property management; implementing medium-term budget planning and the program-target method; developing intermunicipal cooperation; digitizing management processes; increasing the attraction of grants, loans and partner investments; implementing ESG approaches to assessing management decisions; strengthening the institutional capacity of local governments. As a result, it is concluded that the financial capacity of UTCs is not only the basis of effective local governance, but also a lever for transforming territorial systems towards sustainable development. It requires constant monitoring, analytical support and adaptive management. Further research should focus on developing integrated capacity assessment models, studying the impact of crisis factors on the budgetary behavior of communities, and adapting European financial practices to the conditions of Ukrainian regional development.
