SUBSTANTIATION OF THE PROSPECTS FOR THE DEVELOPMENT OF HORTICULTURE IN UKRAINE TAKING INTO ACCOUNT THE RISKS
Abstract
In the context of war, climate change, and the predominance of growing so-called business crops, agricultural producers in Ukraine are faced with the need to develop niche areas of production in order to minimize risks and ensure the competitiveness of production. The article focuses on the prospects for the development of such a niche direction of agribusiness in Ukraine as horticulture. It is revealed that the economic attractiveness of horticulture is determined by the fact that the producers of the industry create high added value, provide revenue to the budget and, to a large extent, the proximity of the European Union market. Attention is paid to the economic mechanism of the industry's development, which is based on state support programs and various grant programs. It was found that existing state programs define certain restrictions for gardeners and therefore need to be improved. The current state of production of stone and grain crops in Ukraine during 2019-2023 was studied in terms of planting areas, yields and gross harvests by farm categories. It was found that the production of stone and grain crops in Ukraine is developing more intensively in agricultural enterprises and farms. Despite the fact that over 80% of fruit and vegetable production in Ukraine is grown on private farms. Evidence of the intensive development of horticulture, even in the face of the loss of part of the planting area due to military operations, is the increase in the yield of fruit crops. However, the development of the industry is hampered by a number of risks. It has been determined that the key challenges facing Ukrainian gardeners are related to the instability and unpredictability of the situation in Ukraine and the decrease in domestic demand due to the country's population decline. The most significant risks include economic, financial, price, personnel, production, logistics, technological and agro-technological, as well as climate risks. The feasibility of considering risks, primarily from the point of view of opportunities for agricultural producers, is substantiated. It is proposed that the development of horticulture should be planned in directions that correspond to the main risks of the industry.
