FACTORS OF FORMATION OF REGIONAL CLUSTERS IN AGRICULTURE OF UKRAINE: IMPACT ANALYSIS AND RISK ASSESSMENT
Abstract
This study analyzes the factors that influence the formation and development of regional clusters in Ukrainian agriculture, with a focus on assessing their synergistic effect and identifying potential risks. The relevance of the topic is driven by the need to increase the competitiveness of the agricultural sector through a cluster approach in the context of global challenges and transformational processes in agricultural production. The study is based on the systematization and categorization of cluster formation determinants with the allocation of production and resource, infrastructure and logistics, scientific and educational, financial and market components, which allows for a holistic approach to understanding the mechanisms of agricultural cluster formation. The methodological basis of the study is a systematic approach to the analysis of interrelated factors of cluster formation, which involves identifying the cause-and-effect relationships between them and assessing their combined impact on the functioning of cluster associations. The paper applies the methods of analysis and synthesis, scientific abstraction, comparison and generalization, which allowed structuring the factors and determining the specifics of their action in the context of the regional characteristics of the agricultural sector of Ukraine. The results of the study demonstrate the multicomponent nature of the cluster formation process, where the key determinants are: specialization of agricultural production and its scale; availability of developed transport, logistics and market infrastructure; potential of research institutions to ensure innovative development; availability of financial resources and effectiveness of state support policy. It is found that the success of cluster initiatives largely depends on the ability of market participants to form effective mechanisms for cooperation and coordination of efforts, despite possible differences in interests and visions of development strategies. Particular attention is paid to identifying potential risks associated with each factor. The practical value of the research lies in the formation of a conceptual framework for the development of effective strategies for the development of regional agricultural clusters, taking into account the complex impact of the factors under study and minimizing the associated risks. The presented results can be used in the formation of regional agricultural policy, the development of programs to stimulate cluster initiatives and the creation of tools to support the innovative development of agricultural clusters in Ukraine. The identified patterns and trends open up prospects for further research in the field of improving the mechanisms of interaction between different participants of cluster associations, developing methodologies for assessing the efficiency of cluster functioning and analyzing their impact on the socio-economic development of regions.
