ECONOMIC SECURITY OF THE STATE: TREATMENTS AND CURRENT CHALLENGES TODAY
Abstract
Historically, the economic security of the state, as a component of national security, stood out and gained the highest priority only within the last decade. At the current stage, theoretical development of the issue of economic security in Ukraine has been carried out within the last thirty years, and their nature indicates attempts to reconcile different positions and develop a modernized approach. The purpose of the article is to summarize theoretical developments and analytical data in order to modernize the understanding of the economic security of the state. To consider the theoretical foundations of the economic security of the state, the following methods were applied: induction and deduction, comparison and systematization – in the study of the essential characteristics of the terms "security", "economic security" and "economic security of the state"; synthesis and analysis – to characterize the essence of threats to the economic security of Ukraine in 2022-2024; morphological analysis – to clarify the significance of the impact of military aggression on the economic security of the state; abstract-logical – for theoretical generalizations and research conclusions. Four basic approaches in the interpretation of the economic security of the state are distinguished (protection from threats; achievement of national interests and progress in economic development; the ability to exist as long as possible despite changes in the environment; guaranteeing security for every citizen). It is substantiated that the economic security of the state should be perceived as an activity that is the basis of maintaining the stability of the national economy despite the appearance and change of the influence of any internal and external threats and provides for ensuring progress in achieving national interests through the effective use of available resources and targeted orientation towards the transition to the post-industrial society. It has been proven that for Ukraine, the ability to resist the military aggression of the Russian Federation is largely determined by the state and ability to adapt the national economy. Three years of confrontation were marked by the emergence and significant impact of threats to all components of the state's economic security. The rapid course of events allows us to track changes, noting the need to slow down and eliminate threats, as well as to make fuller use of new opportunities that arise thanks to the security vertical, in particular international support. It is substantiated that such support contributes to the reduction of the technological lag, and the renewal of the military-industrial complex can play the role of a locomotive in the recovery of the national economy.
