РОЛЬ СОЦІАЛЬНОЇ СКЛАДОВОЇ ПАСАЖИРСЬКИХ ПЕРЕВЕЗЕНЬ АВТОМОБІЛЬНИМ ТРАНСПОРТОМ У ЗАБЕЗПЕЧЕННІ СТАЛОГО РОЗВИТКУ ТЕРИТОРІЙ
Анотація
У статті досліджено роль соціальної складової пасажирських перевезень автомобільним транспортом у забезпеченні сталого розвитку територій. Обґрунтовано, що транспортна система виступає не лише інфраструктурним елементом економіки, а й важливим соціальним інститутом, який визначає рівень доступності базових послуг, мобільність населення та соціальну інтеграцію громад. Проаналізовано проблеми фрагментації ринку автоперевезень, нерівномірності транспортного забезпечення міських і сільських територій, а також обмеженої доступності транспорту для маломобільних та соціально вразливих груп. Розкрито сутність людиноцентричного підходу в транспортній політиці та його значення для реалізації принципів соціальної справедливості й інклюзивності. Узагальнено європейський досвід інтеграції соціальної складової у сферу пасажирських перевезень, зокрема через механізми державно-приватного партнерства, субсидування та стандарти доступності. Доведено, що посилення соціальної орієнтації автомобільних перевезень є необхідною умовою зменшення транспортної бідності та досягнення сталого розвитку територій.
