ПОПИТ НА ВІЙСЬКОВІ ВИТРАТИ БРАЗИЛІЇ: ВИЗНАЧАЛЬНІ ФАКТОРИ ТА ТЕНДЕНЦІЇ
Анотація
Стаття присвячена аналізу ключових факторів, що визначають попит на військові витрати в Бразилії – держави, яка займає лідируючу позицію за обсягами оборонного бюджету серед країн Латинської Америки, незважаючи на відсутність прямих зовнішніх військових загроз. Запропоновано оригінальну трифакторну модель попиту, що інтегрує три рівні аналізу: перший - традиційні зовнішні виклики як стратегічна невизначеність та прагнення до регіонального домінування; другий охоплює внутрішні економічні умови та інституційні обмеження, що визначають фінансові можливості для оборонного планування; третій, специфічний для Бразилії фактор – ідеологічно-ідентифікаційні чинники. Запропонована модель має високу пояснювальну силу та долає обмеження класичних підходів. Отримані результати свідчать про посилення тенденцій стратегічної консолідації, тобто зростання пріоритетного фінансування проектів, що посилюють суверенітет, а також розширюють завдання армії щодо охорони кордонів та критичної інфраструктури.
