ВПЛИВ РЕГУЛЯТОРНИХ МЕХАНІЗМІВ ФІНАНСУВАННЯ ВИЩОЇ ОСВІТИ НА ІНКЛЮЗИВНІСТЬ ТА ФОРМУВАННЯ ЛЮДСЬКОГО КАПІТАЛУ
Анотація
В статті досліджено вплив регуляторних механізмів фінансування вищої освіти в Україні на інклюзивність освітнього простору та формування людського капіталу в умовах соціально-економічної асиметрії. Метою є ідентифікація суперечностей між чинною політикою фінансування, зокрема механізмом індикативної собівартості, та принципами соціальної справедливості, а також розробка пропозицій для її вдосконалення. Авторський внесок полягає у систематизації проблем інклюзивності через SWOT-аналіз та кейс-стаді, що виявили обмеження уніфікованого ціноутворення та недостатність адресної підтримки вразливих груп. Наукова новизна дослідження полягає у визначенні тріади базових компонентів інклюзивного фінансування та адаптації міжнародного досвіду до українського контексту. Практичне значення результатів проявляється у пропозиціях щодо впровадження багатоканальних моделей фінансування, включаючи соціальні ваучери та цифрові платформи. Висновки підкреслюють необхідність трансформації регуляторної політики для забезпечення рівного доступу до освіти та посилення соціальної мобільності.
