SANCTIONS COMPLIANCE IN THE SECURITY MANAGEMENT SYSTEM OF LOGISTICS ENTERPRISES: CURRENT CHALLENGES AND INNOVATIVE OPPORTUNITIES

Abstract

Article examines the impact of sanctions policy, including both primary and secondary sanctions, as well as money laundering and terrorist financing (AML/TF) risks, on the security environment of logistics enterprises. It generalizes theoretical and practical approaches to the implementation of sanctions compliance within security management systems, taking into account relevant international standards and best practices. Special attention is paid to the application of modern information technologies and OSINT methods for the monitoring, recording, and analysis of sanctions-related risks, aimed at improving the timeliness and accuracy of managerial decision-making. The study proposes a systematic model of innovative capabilities in sanctions compliance for logistics companies, which integrates automation, advanced analytics, blockchain solutions, and IoT-based monitoring into a multi-level security framework. A detailed classification of risks is presented alongside key criteria for their identification, enabling the detection of both direct and indirect threats to supply chain integrity. Furthermore, the article outlines the role of public–private partnerships in enhancing sanctions compliance, emphasizing the need for structured information exchange between logistics operators, customs authorities, law enforcement agencies, financial intelligence units, and international organizations. The findings highlight that the combined use of technological tools, risk-based methodologies, and cooperative frameworks can significantly strengthen the resilience of logistics enterprises in the evolving global sanctions landscape. In addition, the study emphasizes the specific role of secondary sanctions as a critical factor influencing strategic decision-making in logistics operations, particularly in cross-border supply chains. It highlights the necessity of comprehensive partner due diligence to identify hidden ownership structures, indirect links to sanctioned entities, and high-risk jurisdictions. Implementing such screening procedures reduces exposure to reputational, financial, and legal consequences.
