IMPACT OF GRANT AND STATE SUPPORT ON THE FINANCIAL RESULTS OF AGRICULTURAL ENTERPRISES IN THE FRONTLINE REGIONS OF UKRAINE
Abstract
The article is devoted to a comprehensive study of the mechanisms for forming the financial results of agricultural enterprises in Ukraine under the conditions of war, with an emphasis on the specific risks of frontline territories. A systematization of the factors influencing agribusiness profitability has been carried out, along with a thorough investigation of key state legislative initiatives aimed at aligning Ukraine's agricultural sector with EU requirements. The study also provides an assessment of the effectiveness of support programs for agricultural enterprises in the Sumy region. It has been determined that the financial result under martial law acts as a «payment for risk». Furthermore, recommendations for the effective use of state support instruments - including preferential lending programs, compensations, grants, and educational programs - have been developed and justified to maintain the liquidity of agricultural producers. The main conclusions of the study emphasize that the financial stability of the agricultural sector in frontline regions like Sumshchyna depends on the integration of several critical factors. The practical significance of the obtained results is reflected in the developed recommendations for agricultural managers on maintaining liquidity through the synergy of private investment and state programs. Special attention is paid to the implementation of the «5-7-9%» preferential lending program, grants for processing infrastructure, and compensation for the cost of domestic machinery specifically for frontline enterprises. The restoration of the sector is envisioned not only through reconstruction but also through its structural modernization. Existing risks (primarily military ones) stimulate agricultural producers and investors to identify projects with higher added value, a shorter investment cycle, and more predictable cash flows. The main conclusions of the study substantiate the necessity of synergy between state support, investment, and technological modernization to ensure the economic resilience of the agricultural sector in the frontline Sumy region.
