ECONOMIC EFFICIENCY ASSESSMENT OF TELEMEDICINE SERVICES AT THE MICRO LEVEL: ESSENCE, FEATURES, AND METHODOLOGY
Abstract
The article is devoted to the search for new scientific solutions for improving the economic efficiency assessment of telemedicine services at the level of medical institutions (The micro-level of the healthcare system of Ukraine). The scientific study has developed and proposed a methodology for assessing the economic efficiency of telemedicine services at the micro level within the healthcare system of Ukraine. Unlike existing approaches, this new methodology takes into account the essence and specific features of economic efficiency assessment of telemedicine services at the level of individual healthcare providers, as well as the challenges associated with the development of telemedicine in the country. The article has examined the dynamics of telemedicine development in Ukraine in the period from 2021 to 2025, as well as compared the development trends of telemedicine and telemedicine services within the Ukrainian health care system with the development trends of the global telemedicine market services and the markets of telemedicine services in economically developed countries and countries of the European Union. A set of reasons for the slow development of telemedicine and the market of telemedicine services in Ukraine has been separately identified. The essence of the term "economic efficiency assessment of telemedicine services at the micro-level of the health care system of Ukraine (medical institutions - providers of medical services)" has been defined. The scientific work presents the peculiarities of economic efficiency assessment of telemedicine services at the micro level of the health care system in Ukraine (medical institutions - providers of medical services). The key benefits and costs that medical service providers, doctors, and patients receive (are borne) within the scope of providing (receiving) telemedicine services in Ukraine have been disclosed. The use of scientific developments presented in the article will enable the development of telemedicine and the scaling of telemedicine projects in Ukraine, with an emphasis on individual medical institutions - providers of medical services. At the end of the article, the prospects for further research based on and using the obtained scientific results have been outlined.
