EU DIGITAL DECADE TARGETS AS STRATEGIC GUIDELINES FOR UKRAINE’S DIGITAL TRANSFORMATION

Abstract

The article examines the targets of the European Union’s Digital Decade 2030 and substantiates the possibilities of their implementation into the strategic course of Ukraine’s digital transformation under the conditions of European integration. The relevance of the study is determined by the need to align national digital development priorities with European benchmarks, taking into account contemporary challenges of economic security, technological dependence, and structural transformation of the economy. The methodological framework is based on a systemic approach combined with comparative analysis and generalization methods, which enables the assessment of Ukraine’s digital development level in comparison with the key targets of the EU Digital Compass across its four main dimensions: digital skills, secure and sustainable digital infrastructure, digital transformation of business, and digitalization of public services. The research identifies the conceptual foundations of the EU digital development model and systematizes the strategic goals of the Digital Decade as an integrated framework for shaping a resilient and competitive digital economy. The analysis reveals significant gaps between the current state of digitalization in Ukraine and the established EU targets, particularly in terms of infrastructure capacity, human capital development, technological sovereignty, and institutional readiness. These disparities highlight the necessity of a comprehensive and coordinated approach to digital transformation policy in Ukraine, oriented towards gradual convergence with European standards and practices. The practical significance of the results lies in substantiating the feasibility of using the EU Digital Decade targets as a methodological basis for strategic planning of Ukraine’s digital development. In particular, the study provides a foundation for the development of a comprehensive indicator system for monitoring the progress of digital transformation of the national economy, incorporating both quantitative and qualitative metrics aligned with the Sustainable Development Goals and the EU Digital Decade benchmarks. The proposed approach contributes to strengthening Ukraine’s economic resilience, enhancing its digital sovereignty, and ensuring its effective integration into the European digital space.
