FUNCTIONING OF MEDICAL MUTUAL FUNDS AS A PREREQUISITE FOR THE FORMATION OF VOLUNTARY HEALTH INSURANCE IN UKRAINE
Abstract
The historical essence of medical mutual funds' operation in Ukraine as a nascent form of healthcare protection has been rigorously investigated. Their role as an indispensable institutional precondition for the evolution of voluntary health insurance within the ambit of modern healthcare system transformation has been substantiated, considering socio-economic and political dynamics of the time. It has been firmly established that the landscape of medical insurance in Ukraine is defined by a multifaceted, complex history, influenced by various empires and political systems. Geopolitical dynamics, socio-economic factors, cultural traditions, and other elements which have collectively molded and delineated the statehood of the nation significantly influenced its trajectory. The core argument presented is that the activities of early medical mutual funds constitute a crucial prelude, serving as a vital and foundational prerequisite for the subsequent development and expansion of voluntary health insurance programs in Ukraine. These pioneering funds meticulously laid the bedrock of public understanding and receptivity towards insurance mechanisms operating within the vital sphere of healthcare provision. Significantly, these funds stood as the vanguard, the first organized entities dedicated to delivering methodical and systematic medical assistance to the workforce, representing a shift in social responsibility for health. They diligently constructed essential networks of medical facilities, recruited and engaged qualified medical personnel, and built a primary healthcare infrastructure critical for advancing future voluntary health insurance initiatives. In particular, it has been discerned that the organizational structure of these medical mutual funds was intrinsically based upon the fundamental tenets of solidarity, mutual support mechanisms, voluntary engagement (or mandatory participation as dictated by prevailing legal frameworks), along with a shared sense of collective responsibility for maintaining the health and overall welfare of the fund's encompassing membership, reflecting a communal approach to healthcare financing and access. This research highlights the importance of understanding historical healthcare models to inform contemporary healthcare policy and development in Ukraine.
