MECHANISMS FOR ATTRACTING ADDITIONAL SOURCES OF FINANCING MUNICIPAL EDUCATION AT THE LOCAL LEVEL
Abstract
The article analyzes modern mechanisms for attracting additional sources of financing for municipal education in the context of ongoing decentralization in Ukraine. It is noted that one of the key challenges for local governments is the chronic lack of budget resources, which complicates the effective functioning of educational institutions, especially in economically weak communities. The unevenness of financial provision between territorial communities is emphasized, which causes educational inequality and requires diversification of funding sources. The paper highlights tools that can be used to expand the resource base of municipal education: grant programs, public-private partnerships, charitable and sponsorship support, public budget (participatory budget), as well as elements of social entrepreneurship. The emphasis is on the importance of active participation of local governments, heads of educational institutions and the public in the processes of mobilization and effective use of financial resources. Special attention is paid to the study of positive international experience (Poland, Sweden, the Netherlands, Finland), which proves the effectiveness of multi-channel financing provided there is a favorable legal environment, project capacity of personnel, transparent management procedures and partnership with business and public organizations. Ways to increase the financial sustainability of municipal education are substantiated, in particular through the development of the institutional capacity of communities, the introduction of innovative financial mechanisms and strengthening trust between all participants in the educational process. Sustainable development of the educational sphere at the local level is possible only under conditions of a comprehensive and systematic approach to the formation of a financial support policy. It also emphasized the need for systematic training of educational and administrative staff to successfully master new financial instruments. It was determined that strategic planning and intersectoral cooperation should become the basis for sustainable financing and development of municipal education in the context of decentralization.
