FORMATION OF FINANCIAL AND BUDGETARY POLICY IN THE CONTEXT OF NEW SOCIO-ECONOMIC REALITIES
Abstract
The article examines the process of forming the financial and budgetary policy of the state in the context of transformational changes caused by new socio-economic realities resulting from global challenges, in particular, pandemics, war, inflationary shocks and digitalisation of the economy. The emphasis is placed on the need to revise traditional approaches to budget planning and public finance management in view of the new risks that accompany the current macroeconomic dynamics. The formation of an effective financial and budgetary policy in Ukraine is of particular relevance in the context of new socio-economic realities caused by internal and external transformations. Growing security threats, structural deformations of the economy, the need for post-war recovery and integration into the European space require a flexible and balanced approach to public finance management. In today's environment, fiscal policy should be aimed not only at ensuring macroeconomic stability, but also at achieving the goals of social justice, economic growth and public sector sustainability. The article reveals the main factors influencing the transformation of fiscal policy, including military actions, global economic challenges, changes in the social structure of the population, new approaches to public administration and digitalisation of the budget process. Particular attention is paid to current trends in budget planning, in particular, the programme-targeted method, gender-oriented budgeting, and increased transparency and accountability in the use of budget funds. The key problems of implementing an effective financial and budgetary policy in Ukraine are identified, in particular, the fragmentation of the budget process, insufficient coordination between the sectors of public administration, limited access to sources of financing and high debt burden. It is substantiated that in times of crisis, the state should intensify anti-crisis financial instruments, while ensuring strategic planning and long-term sustainability of public finances. The author notes the need to develop a new concept of financial and budgetary policy adapted to the challenges of post-war recovery and socio-economic development based on the principles of transparency, inclusiveness and effective resource management.
