INVESTMENT POLICY OF AGRICULTURAL ENTERPRISES: A MANAGERIAL CONTEXT
Abstract
The article examines the theoretical foundations and applied aspects of the formation and implementation of the investment policy of agricultural enterprises under the current conditions of transformation in Ukraine’s agrarian sector. Emphasis is placed on the importance of investments as a strategic resource for ensuring competitiveness, technological renewal, and sustainable development of agricultural production in the context of globalization, increasing uncertainty, and the impact of wartime factors. It is substantiated that an effective investment policy should be based on a comprehensive and systematic approach to managing investment activities, which provides for a harmonious combination of internal resource capabilities and external market conditions, taking into account macroeconomic trends, state regulation, and global market changes. Key barriers hindering investment activity in agricultural enterprises are identified, such as high financial and production risks, low capitalization, limited access to long-term credit, underdeveloped investment infrastructure, and insufficient effectiveness of government support programs. An analysis of investment planning practices commonly used in domestic agribusiness is carried out, and their shortcomings from the standpoint of strategic management are determined, including insufficient integration of investment decisions into the overall business strategy, lack of clear criteria for efficiency assessment, and low levels of process digitalization in investment monitoring. A model for managing investment policy is proposed, combining strategic and tactical planning levels, focusing on the implementation of targeted development programs, diversifying funding sources (bank loans, grants, investment funds, crowdfunding), and applying modern efficiency assessment tools such as discounted cash flows, payback periods, and profitability indexes. This includes improving the legal framework, developing an agricultural innovation ecosystem, and strengthening capital protection guarantees. The research results have practical significance for optimizing the investment strategies of agricultural enterprises, increasing their competitiveness in domestic and foreign markets, and can be used in shaping effective state investment policies and agribusiness support programs.
