Анотація

Статтю присвячено порівняльному аналізу європейських та національних правових інструментів управління сталим розвитком громад. Досліджено нормативні, інституційні, процедурні, змістові, ресурсні та часові параметри правового регулювання на рівні ЄС і України. Встановлено, що українське законодавство вже містить базове нормативне ядро для забезпечення сталого розвитку громад, однак потребує подальшої систематизації, посилення міжрівневої координації, інтеграції кліматичних цілей у документи планування, удосконалення механізмів фінансування, моніторингу та участі громадськості. Обґрунтовано напрями гармонізації національного законодавства з європейською моделлю багаторівневого врядування, у якій правові інструменти функціонують як взаємопов’язана система довгострокового стратегічного управління.
